Distinguished Invited Guests, Ladies and Gentlemen,

A very good morning to you all. Mingalarbar.

It is my greatest pleasure to take part in welcoming you all to this 2-day Earthquake Simulation Exercise, organized under the auspices of the National Disaster Management Committee (NDMC) and supported by the Disaster Management Department, the Mandalay government and the Humanitarian Country Team (HCT). As stated in the invitation letter, the main objective of this event is to test the readiness of the NDMC working committees and the regional Government towards an effective response to the potential impacts of national disasters, an example has chosen in this case as a major earthquake in Mandalay, in coordination with other partners.

It is well known that Myanmar is one of the countries most at risk of natural disasters in the Asia-Pacific region. The Mandalay Region is located in one of those areas prone to earthquakes, which have the potential to impact large numbers of people living there and in surrounding areas. Fortunately, past earthquakes that have recently occurred in the country have recorded comparably low numbers of casualties, however, preparedness efforts remain a high priority given the unpredictability of earthquakes which have large impacts on lives of people in the country and the need to strengthen response capacities drawing on the expertise of multiple stakeholders.

While simulation exercises in Myanmar are not new, but this is the first time a simulation exercise on an earthquake is being organized on this size and scale. It follows the joint development of the Mandalay earthquake scenario plan by the regional government, Myanmar Red Cross Society, CSOs and humanitarian partners, and subsequent emergency preparedness activities including the development of Standard Operating Procedures (SOPs).  This Simulation Exercise would allow us to think through the required response and actual capacities in relation to Search and Rescue, Medical Response, Relief and Rehabilitation operations as well as coordination arrangements. This includes coordination arrangements with the Military, who always have a very important and large role to play in case of large disasters, for example, response to the devastating floods in 2015. These actions will allow us to get ready for a strong earthquake, something which has a likelihood to happen, in view of the preparedness levels of the Mandalay regional government with the support of the national government, and other partners, and agree on additional resources we may require.

I have experience in the past taking part in many simulation exercises and such experiences are largely useful to identify and to know how to relate with partners and different stakeholders, and how to improve the coordination system as well as those exercises help us to make ready to respond the disasters effectively and efficiently. 

The World Humanitarian Summit in 2016 brought together a wide range of stakeholders to redefine the way we work in order to prevent human suffering globally through emergency preparedness and response.  As you know, we can do so much at preparedness stage, but when emergency situation occurs, there will be limitations on what we can do. It won’t be too late if we well prepared now for future disasters. I am pleased to see that a great deal of work is already underway and that partners are embracing new ways of working to respond to crisis, in spite of the challenges that we face collectively. As one of the priorities identified at the Summit, the Humanitarian Country Team has embedded emergency preparedness in the Humanitarian Response Plan signaling our commitment to these ideas. This involves a commitment from the Humanitarian Country Team to work more closely with the Government to build national capacity, particularly in disaster preparedness and response.

In closing, I would like to encourage all of us to view this as a unique opportunity to think creatively about how to work better together in terms of earthquake preparedness and how to apply elements of the International Disaster Response Law, as well as clarify channels for the receipt of international assistance when it is needed. The clearer are the procedures for the incoming humanitarian assistance during emergencies and the faster it comes in, the better for the government to speed up the response in line with Myanmar rules and regulations.

I hope this is a good exercise and a good learning for everyone who participates in this. There are ongoing activities such as supporting the Ministry of Social Welfare, Relief and Resettlement with preparedness and disaster management activities as well as with the Emergency Response Preparedness Plan and we commit to continue the support and coordination with all stakeholders. I would like to wish you all success in this simulation exercise, including those from the national and sub-national government, the Military, humanitarian organizations. I would like to thank the organizers and facilitators for their tremendous jobs and for dedication of their time and effort to make this event possible.

မြန်မာနို်င်ငံသည် အာရှပိစိဖိတ်ဒေသတွင် သဘာဝဘေးအန္တရာယ်များကြောင့် ထိခိုက်ခံစားရနိုင်ခြေ အမြင့်မား ဆုံးရှိသည့် နိုင်ငံများတွင် ပါဝင်သည့်နိုင်ငံတစ်နိုင်ငံဖြစ်သည်ကို အားလုံးသိရှိပြီးဖြစ်ပါသည်။ မန္တလေးတိုင်း ဒေသကြီးသည် မြေငလျင်များဖြစ်ပေါ်နိုင်သည့် ဒေသများအနက်မှ ဒေသတစ်ခုဖြစ်ပြီး၊ မြေငလျင်ကြောင့် တိုင်းဒေသကြီးနှင့် ဝန်းကျင်ဒေသများတွင်နေထိုင်ကြသော လူဦးရေအမြောက်အမြားကို ထိခိုက်နိုင်သည့် အခြေ အနေရှိပါသည်။ သို့သော်လည်း မြန်မာနိုင်ငံတွင် လတ်တလောကာလများအတွင်း ဖြစ်ပေါ်ခဲ့သည့် မြေငလျင် ပြင်းအားများနှင့် နှိုင်းယှဉ်လျှင် ငလျင်ကြောင့် ထိခိုက်သေဆုံးမှုမှာ နည်းပါးသည်ဟု ဆိုနိုင်ပါသည်။ သို့ရာတွင် ငလျင်လှုပ်ခတ်မှုမှာ ခန့်မှန်းတွက်ချက်၍မရနိုင်သော်လည်း ငလျင်ကြောင့် နိုင်ငံအတွင်းရှိ ပြည်သူများ၏ ဘဝများအပေါ်ကြီးမားသော သက်ရောက်မှုများစွာဖြစ်ပေါ်နိုင်သည့်အတွက် ကြိုတင်ပြင်ဆင်မှုဆိုင်ရာ ကြိုးပမ်း အားထုတ်ဆောင်ရွက်မှုများမှာ အလွန်ပင်အရေးကြီးသည့် ဦးစားပေးလုပ်ငန်းတစ်ရပ်ပင်ဖြစ်ပြီး၊ ငလျင်တုံ့ပြန် ဆောင်ရွက်ရေးလုပ်ငန်းများတွင် ပါဝင်ဆောင်ရွက်မည့်သူ အားလုံး၏ ကျွမ်းကျင်မှု၊ အတွေ့အကြုံများပေါ် အခြေခံသော တု့ံပြန်ဆောင်ရွက်နိုင်မှု စွမ်းရည်များ အားကောင်းစေရေးကို ဆောင်ရွက်ရန်မှာလည်း အလွန် အရေးကြီးသည့် လိုအပ်ချက်တစ်ရပ်ပင်ဖြစ်ပါသည်။

မန်မာနိုင်ငံတွင် သဏ္ဌာန်တူလေ့ကျင့်ခန်းများ ဆောင်ရွက်ခြင်းမှာ အသစ်အဆန်းမဟုတ်သော်ငြားလည်း မြေငလျင်တုံ့ပြန်မှု သဏ္ဌာန်တူလေ့ကျင့်ခြင်းကို ဤကဲ့သို့သော အတိုင်းအတာ၊ ပမာဏဖြင့် ဆောင်ရွက်ခြင်းမှာ မူ ပထမဆုံးအကြိမ်ပင်ဖြစ်ပါသည်။ ဤသဏ္ဌာန်တူလေ့ကျင့်ခြင်းမှာ မန္တလေးတိုင်းဒေသကြီး အစိုးရအဖွဲ့၊ မြန်မာ နိုင်ငံကြက်ခြေနီအသင်း၊ အရပ်ဘက်လူမှုအဖွဲ့အစည်းများ၊ လူသားချင်းစာနာမှုှဆိုင်ရာ အကူအညီပေးရေး အဖွဲ့ အစည်းများမှ ပူးပေါင်း ရေးဆွဲထားသည့် မန္တလေးငလျင်ဘေးဖြစ်နိုင်ခြေအပေါ် မူတည် လေ့ကျင့်ခြင်း ဖြစ်ပြီး၊ စံလုပ်ထုံးလုပ်နည်းများကို ရေးဆွဲခြင်းအပါအဝင် အရေးပေါ်အခြေအနေ ကြိုတင်ပြင်ဆင်မှု လုပ်ငန်းများ၏ တစ်စိတ်တစ်ပိုင်းပင်ဖြစ်ပါသည်။ ဤသဏ္ဌာန်တူလေ့ကျင့်ခြင်းသည် လိုအပ်သော တုံ့ပြန်ဆောင်ရွက်မှုလုပ်ငန်း များ၊ ရှာဖွကယ်ဆယ်ရေး၊ ကျန်းမာရေးဆိုင်ရာတုံ့ပြန်ဆောင်ရွက်မှု၊ ကယ်ဆယ်ရေးနှင့် ပြန်လည် ထူထောင်ရေး လုပ်ငန်းများ၊ ညှိနှိုင်းဆောင်ရွက်မှု အစီအစဉ်များနှင့် ဆက်စပ်သော လက်ရှိစွမ်းဆောင်ရည်များကို ပြန်လည် သုံးသပ်နိုင်သည့် အခွင့်အလမ်းလည်းဖြစ်ပါသည်။ ညှိနှိုင်းဆောင်ရွက်မှု အစီအစဉ်များတွင် ကြီးမားသော သဘာဝဘေးများဖြစ်ပွားချိန်၊ ဥပမာအားဖြင့် ၂ဝ၁၅ ခုနှစ် ရေဘေးတုံ့ပြန်ဆောင်ရွက်မှုတွင် အလွန် အရေးပါ သော အခန်းကဏ္ဍ၌ အမြဲရှိသည့် မြန်မာ့တပ်မတော်နှင့် ညှိနှိုင်းဆောင်ရွက်မှုအစီအစဉ်များလည်း ပါဝင်ပါသည်။ ပြည်ထောင်စုအစိုးရအဖွဲ့နှင့် အခြားမိတ်ဖက်အဖွဲ့အစည်းများ၏ ကူညီပံ့ပိုးမှုဖြင့် မန္တလေးတိုင်းဒေသကြီး အစိုးရ အဖွဲ့၏ ကြိုတင်ပြင်ဆင်မှုဆိုင်ရာ အနေအထားကို ဆန်းစစ်လျှင် ဤကဲ့သို့သော ဆောင်ရွက်မှုများသည် အင်အားပြင်းထန်သော မြေငလျင်ဘေးကို တုံ့ပြန်ဆောင်ရွက်ရန် အသင့်ဖြစ်စေသည် သာမက၊ မည်ကဲ့သို့သော အရင်းအမြစ်များ ထပ်မံလိုအပ်မည် ဆိုသည်ကိုပါ သဘောတူညီမှုရရှိစေပါသည်။

ကျွန်တော့်အနေဖြင့်လည်း ဤကဲ့သို့သော သဏ္ဌာန်တူလေ့ကျင့်ခြင်းများတွင် ပါဝင်ခဲ့ဖူးပြီး၊ အဆိုပါ အတွေ့ အကြံုများမှာ မိတ်ဖက်အဖွဲ့အစည်းများနှင့် မည်သို့ဆက်သွယ်ဆောင်ရွက်ရမည်၊ ညှိနှိုင်းဆောင်ရွက်မှုများကို မည်သို့ လုပ်ဆောင်ရမည် စသည်တို့ကို နားလည်၊ သိရှိစေပြီး၊ ဘေးအန္တရာယ်များကို အချိန်တိုအတွင်း ထိရောက်စွာတုံ့ပြန်ဆောင်ရွက်နိုင်ရန်အတွက် အဆင်သင့်ဖြစ်နေစေရန် ကူညီပံ့ပိုးပေးပါသည်။

၂ဝ၁၆ ခုနှစ် ကမ္ဘာ့လူသားချင်းစာနာမှုဆိုင်ရာ ထိပ်သီးညီလာခံကြီးသည်  ပါဝင်ဆောင်ရွက်သူအားလုံးကို စုစည်း၍ အရေးပေါ်ကြိုတင်ပြင်ဆင်မှုနှင့် တုံ့ပြန်မှုမှတစ်ဆင့် ကမ္ဘာတစ်ဝှမ်းရှိ လူသားများ ထိခိုက်ခံစား ရမှုများကို ကာကွယ်ရန်အတွက် ကျွန်တော်တို့၏ ဆောင်ရွက်ချက်များကို ပြန်လည်သုံးသပ်၊ ပြင်ဆင်နိုင်စေခဲ့ ပါသည်။ လူကြီးမင်းများအားလုံး သိရှိပြီးသည့်အတိုင်း၊ ကျွန်တော်တို့အနေဖြင့် ကြိုတင်ပြင်ဆင်ခြင်းအဆင့်တွင် လုပ်ဆောင်နိုင်သည့် အတိုင်းအတာ၊ လုပ်ငန်းများ အများအပြားရှိပါသည်။ သို့သော် အရေးပေါ်အခြေအနေ အမှန်တကယ်ဖြစ်ပေါ်လာသည့်အချိန်တွင် ကျွန်တော်တို့ လုပ်ဆောင်နိုင်သည့်အတိုင်းအတာအပေါ် အကန့် အသတ်များရှိလာနိုင်ပါသည်။ အနာဂတ်တွင် ကြံုတွေ့နိုင်ခြေရှိသည့် ဘေးအန္တရာယ်များအတွက် ယခုမှစ၍ ကြိုတင်ပြင်ဆင်လျှင် နောက်ကျလိမ့်မည် မဟုတ်ပါ။ အဆိုပါ ကြီးမားသောဆောင်ရွက်ချက် အမြောက်အမြားကို လုပ်ဆောင်နေခြင်းအား တွေ့ရခြင်း၊ မိတ်ဖက်အဖွဲ့အစည်းများအနေဖြင့် စိန်ခေါ်မှုများစွာကို အတူရင်ဆိုင်ရလျက် ရှိသော်လည်း ဘေးဒုက္ခများကို တုံ့ပြန်ဆောင်ရွက်ရာတွင် နည်းလမ်းအသစ်များကို အသုံးပြုနေသည်ကို တွေ့ရခြင်းတို့ကြောင့် ကျွန်တော့် အနေဖြင့် အလွန်ကျေနပ်ဝမ်းမြောက်မိပါသည်။ အဆိုပါ ထိပ်သီးညီလာခံ ကြီးတွင် ဖော်ထုတ်သတ်မှတ်ခဲ့သည့် အဓိကဦးစားပေးလုပ်ငန်းတစ်ခုအနေဖြင့် နိုင်ငံလုံးဆိုင်ရာ လူသားချင်း စာနာမှုအဖွဲ့မှ လူသာချင်းစာနာမှုဆိုင်ရာ တုံ့ပြန်ရေးစီမံကိန်းတွင် အရေးပေါ် ကြိုတင်ပြင်ဆင်မှုလုပ်ငန်းအား ထိပ်သီးညီလာခံကြီးတွင် ကတိကဝတ်ပြုခြင်းကို အကောင်အထည်ဖော်သည့်အနေဖြင့် ထည့်သွင်းခဲ့ပါသည်။ ထိုဆောင်ရွက်မှုတွင် နိုင်ငံလုံးဆိုင်ရာ လူသားချင်းစာနာမှုအဖွဲ့မှ သဘာဝဘေး ကြိုတင်ပြင်ဆင်မှုနှင့် တုံ့ပြန်မှု တို့တွင် နိုင်ငံ၏စွမ်းရည်ကို တည်ဆောက်ရာတွင် နိုင်ငံတော်အစိုးရနှင့် ပိုမိုနီးကပ်စွာ လက်တွဲဆောင်ရွက်မည် ဟူသော ကတိကဝတ်လည်း ပါဝင်ပါသည်။

နိဂုံးချုပ်အနေဖြင့် ငလျင်တုံ့ပြန်ဆောင်ရွက်မှု ကြိုတင်ပြင်ဆင်ရေးတွင် ပိုမိုကောင်းမွန်စွာ အတူတကွမည်သို့ လုပ်ဆောင်မည်ကို တီထွင်ဆန်းသစ်မှုအပြည့်ဖြင့် ဖော်ထုတ်နိုင်ရန်လည်းကောင်း၊ နိုင်ငံတကာ သဘာဝဘေး အန္တရာယ်တုံ့ပြန်မှု ဥပဒေတွင်ပါဝင်သည့် အဓိကအချက်များကို မည်သို့အသုံးပြုမည်ကို သိရှိနိုင်ရန်လည်း ကောင်း၊ နိုင်ငံတကာအကူအညီကို ရယူနိုင်သောလမ်းကြောင်းများကို ရှင်းလင်းစွာသိရှိနိုင်ရန်လည်းကောင်း ဤသဏ္ဌာန်တူ လေ့ကျင့်ခြင်းဆောင်ရွက်မှုအား ထူးခြားသည့် အခွင့်အလမ်းတစ်ခု အနေဖြင့် ရှုမြင်ကြပါရန် ကျွန်တော်တိုက်တွန်းအပ်ပါသည်။ အရေးပေါ်အခြေအနေတွင် ရရှိလာသော လူသားချင်းစာနာမှုဆိုင်ရာ အကူ အညီများနှင့် ပတ်သက်သော လုပ်ထုံးလုပ်နည်းများ ပိုမို ရှင်းလင်းပြီး၊ အကူအညီများလည်း ပိုမိုလျှင်မြန်စွာ ရောက်ရှိလာမည်ဆိုပါက၊ မြန်မာနိုင်ငံ၏ နည်း ဥပဒေများ၊ စည်းမျဉ်းစည်းကမ်းများနှင့်အညီ နိုင်ငံတော်အစိုးရမှ တုံ့ပြန်ဆောင်ရွက်မှုလုပ်ငန်းများကို ပိုမိုမြန်ဆန် စွာလုပ်ဆောင်နိုင်လိမ့်မည်ဖြစ်ပါသည်။

ဤသဏ္ဌာန်တူ လေ့ကျင့်ခြင်းသည် ပါဝင်သူအားလုံးအတွက် အကျိုးရှိသော လေ့ကျင့်မှု၊ ကောင်းမွန်သော လေ့လာသင်ယူမှုတစ်ရပ် ဖြစ်လိမ့်မည်ဟု ကျွန်တော့်အနေဖြင့် ဆန္ဒပြုမျှော်လင့်ပါသည်။ လူမှုဝန်ထမ်း၊ ကယ်ဆယ်ရေးနှင့် ပြန်လည်နေရာချထားရေးဝန်ကြီးဌာနနဲ့ လက်တွဲဆောင်ရွက်နေသော လုပ်ငန်းများ၊ အထူး သဖြင့် ဘေးအန္တရာယ်ကြိုတင်ပြင်ဆင်ရေးနှင့် စီမံခန့်ခွဲရေး၊ ဘေးအန္တရာယ်တုံ့ပြန်ရေးအတွက် ကြိုတင် ပြင်ဆင် မှုအစီအစဉ် စသည်တို့အတွက် ကူညီပံ့ပိုးဆောင်ရွက်မှုများကို ဆက်လက်ဆောင်ရွက်သွားမည်ဖြစ်ပါသည်။ ကျွန်တော့်အနေဖြင့် ပြည်ထောင်စုအဆင့်၊ ပြည်နယ်နှင့် တိုင်းဒေသကြီးအဆင့် အစိုးရအဖွဲ့များ၊ မြန်မာ့ တပ်မတော်၊ လူသားချင်းစာနာမှုဆိုင်ရာအဖွဲ့အစည်းများ အပါအဝင် ဤသဏ္ဌာန်တူလေ့ကျင့်ခြင်းတွင်  ပါဝင်သူ အားလုံး အောင်မြင်စွာဆောင်ရွက်နိုင်ပါစေကြောင်းဆန္ဒပြုပါသည်။ ထို့ပြင် ဤသဏ္ဌာန်တူ လေ့ကျင့်ခြင်း ဖြစ်မြောက်စေရန်အတွက် ၄င်းတို့၏ အချိန်နှင့် စွမ်းရည်များကို မြှုပ်နှံကြိုးပမ်းကြသော စီစဉ်သူများ၊ ပံ့ပိုး ကူညီသူအားလုံး၏ ကြီးမားသောတာဝန်များကိုဆောင်ရွက်ခဲ့မှုအတွက်လည်း အထူးပင်ကျေးဇူးတင်ရှိပါသည်။
